According to the Tao (Chapter 17) the greatest leaders are unknown to their subjects. When a leader organises matters in harmony with the Tao, the subjects go about their work and believe that their projects are accomplished entirely through their own efforts. Therefore everyone is content.
Next best are leaders that are loved and praised,
then those that are feared.
The worst are hated and despised.
Power to Bind
According to chapter 38, the Tao is the highest philosophy for a person or society.
Next best is virtue (Te, as in tao TE ching).
Next best is compassion.
Next best is rituals, the lowest structure you can use. Without even this, there is anarchy.
